I have install FM Server 9 on Virtual Machine running on Windows Server 2003 and also FM PRO 9 on my 14 PCs. I only want to have 2 user to be able to Read/Write, how do I do that? I tried the PDF file that FileMaker Provide but didn't help.

You need two Privilege Sets, one that allows Read and Write, the other that allows (presumably) Read Only. Then you assign the Accounts for each individual person to the appropriate Privilege Set. All this is done in the Manage Accounts & Privileges area.
