Filemaker over Terminal Server

FM server 9 is running on Windows SBS 2003

FM Pro 9 client is installed on a Windows 2003 Terminal Server to allow remote clients to access the database. On the local lan, only 7 users are running FM Pro. On the LAN, it runs with good performance.

I'm having trouble determining the bottleneck within my terminal server configuration. I have SBS 2003 acting as TS licensing server and a separate 2003 server acting as Terminal server in application mode. It has been put in place to serve a Filemaker Pro database to remote users. Remote Desktop performs well on the LAN (both servers are on Gigabit connection), the Filemaker application runs like it were on a normal client. However when performing the same over the internet (with or without establishing a VPN first) The Filemaker application performs very slow. Sometimes, it DOES perform in a normal, workable speed, but most of the time it's not.
