How can we change saving as a PDF, to defult to "current record" instead of "record being browsed"

If you are using the script step you simply click on the "Specify options" button, and you will have the opportunity to set the script step to use Current Record as the default.

If you are referring to the menu selection instead of a scripted process, then I think you are out of luck because you cannot affect the default options of a menu item.

Your only other real option is to create custom menus that link to scripts to control what the users do.
