Remote Admin not Working with Full Access

I have my Admin for files set to Full Access and the Fmapp option is set in the Extended Privileges. I've compared settings in two files that appear to be identical, yet with one I can perform remote maintenance and with the others I can not (Layout mode grayed, etc.). Any ideas? Thanks.

This is what version of FM Server? And on what OS? This sounds as if it could be a permissions issue.

Went through and rechecked all Accounts and Privileges and fixed a couple of things along the way. Made sure Sharing via fmapp was on and access is now OK in all files.
