Problems with locked records

I have a multi user, multi table solution. I am having a problem with users being locked out of running a script because of other users being in the record. In fact the other user is not in the record, and there does not seem to be a reason why the user would have ever been in the record. The problem arises intermittantly. The solution uses only one window. I have put a CommitRecord script step after every SetField script step. Is there something else that could be causing the problem?
