Instant Web Publishing becomes unavailable

We have an issue where every now and then IWP becomes unavailable. I've confirmed the following:

-All services are running

-Databases are accessible

When this happens, we've tried restarting necessary services. Usually, we have to reboot the server and everything is okay. We also modified the registry according to FM.
