ODBC Error FMS10 Win 2003 Server

I have a Windows 2003 server running FMS10. After an extended power outage and a failed UPS the server functions corrctly when sharing databases to FM clients. ODBC however does not does. The FMS admin tool says it's running but clients get an error "..conneciton refused" when connecting. I've already tried reloading FMS but with not success. Has anyone else seen this behavior?
