creating a compatible xsl file

Hi, i have been searching for a solution to create an xsl sheet which will produce an xml doc like the following:

I have created an xsl sheet, but it still doesn't work, are there any special programs I should use to create an FM compatible xsl sheet. I can post my xsl sheet is this helps.
