I know nothing about this subject, so for give me: can FileMaker client software support "Active directory" such that in a PC environment users can simply open FileMaker and automatically, according to their priviledge set, have password access the solution? If not, is FM Server needed?

Where do I start to gain the understanding needed?

This is called External Server Authentication. yes it can be done, and, in fact, is a preferred procedure. It does require FileMaker Server.
