Server 5.5 - Reserved Filenames?

I have Server 5.5 installed on an OS X 10.0.4 box. Our database consists of 50 files. I have the databases in a folder called "Current Databases" at the root directory of the system, and aliases to these files in the FileMaker Server 5.5 folder. When FMS starts up, all the databases are opened except a file called Users. I can open the file manually (File/Open Database). If I change the file name to, say, "Users File", it works, but that would break a whole bunch of relationships. I've changed the name of the alias that points to the file, and it seems to work.

Is the filename Users reserved or restricted in Server 5.5? This exact setup worked flawlessly in Server 3.

Also, how can I get FMS to start automatically. Under OS 9, this would be simple -- put an alias in the Startup Items folder. I have FileMaker Server Config starting at startup, but it doesn't start the actual server - I have to click the "Start Server" button.
