Disable "Wheel" Record Scrolling

Not sure if this falls under layouts.

But I have a specific layout where I would much rather be able to scroll up and down with my mouse wheel, instead of scrolling through the records.

It is a submission page, so the users won't need to scroll through any records... the page is large, and it would make it faster for them if they could scroll up and down.

Any ideas?
