Cannot Move fields in FileMaker Pro 10

After upgrading to FMP 10, I started noticing that the fields would lockup on me in Layout mode when I tried to move them. The fields are unlocked and un-grouped.

This behavior is only visible on our PC systems and not the Mac's. Currently we have a Mac Server hosting to a variety of PC's and Mac's, and the operating system for the PC's includes XP/Vista/7 and all exhibit similar behiavor.

Does any one have a solution for this?
