if i create a solution that is multiuser will it still work if i make it a runtime solution?

No. Runtime engines are for standalone files only, such as demo's.

...you can,however, open the runtime files in FileMaker and serve them as multi-user files. The usual rules apply at that point, i.e. each user must have a copy of FileMaker on their machines to access the hosted files, etc.
