Not sure what you're trying to do. But FileMaker Developer 5's run time creation tool probably should not be used with FMP 5.5 files.

What exactly are you trying to do? There is no separate application FMP 5 Developer, unlike FMP Developer 5.5 that is a separate application from FMP 5.5 itself.
