What have you got the FMS cache set to? Cache = RAM. The cache will be used regardless of the number of users connected.

Based upon the memory available on the computer where Filemaker Server is Running, the maximun allowed cache size is: 800MB.

RAM Reserved for databases: 64 MB

Cache Flush Distribution interval: 00:01(hh:mm)
