Scrolling in a text window

Newbies

I need to give my users the ability to scroll in a text window, in browse mode, so that the window size can remain fixed. Can somebody please tell me how to do it -- or, at least, how to start?

Alternatively,I need to enable them to open a text window that they can move around the screen and re-size.

Field format, edit box, show scroll bar.

The window is easy: just open a new window, switch layout to one with the field that can be resized. Make sure the record is committed before opening the new window otherwise the record will be locked in the second window.
