Can a runtime solution deployed on a user computer access a remote data file hosted on an internet server then write back to this file?

You need to clarify by what means you want the runtime to access and write back to the remote file.

If you are asking about normal FileMaker networking, then no, the FileMaker runtime cannot act as a client to a FileMaker served database.

Pretty much everything else networking-wise is fair game and on par with FileMaker Pro.

Runtimes have fully functional web viewer.

Runtimes have fully functional XML import and export.

Runtimes can use FileMaker plug-ins.
