There are two ways.

One is to change the fields on the layout to not allow entry. Change to layout mode; go to the layout you want to modify; select all the fields on the layout; from the "Forma"t menu choose "Field Format" and uncheck the "allow entry into field" option. Clik OK.

The other method is to set up passwords onto the database that do not allow the user to create, edit or delete records.
