Same conditional value list in multiple portals

I read up on conditional value lists in a portal from this thread, which was very helpful:

In my case, I am using this technique to cite documents from one table in several different portals. From this thread, it would seem that in order to do this, I would need to create a new TO of the table I'm citing from for each sub-category in each portal. I have over a dozen portals in my database, which would mean about a bajililion TOs of the source table. In turn, when I define the VL for each portal field, I need to cite the specific TO in that portal relationship, so it seems like this means I would need to create a unique value list for each field, even though they are essentially performing the same task. Is this possible to create the conditional value list functionality in the ERD and then use a single value list to access it?
