vpn connection runs~250k but FM only runs~40k

My vpn connection to the office will pull a file off the computer at around 250k ( cable modem on both ends ). Hoever, when using FM over the vpn I only recieve around 40k. Same computers same connection. I know that graphics slow things down but it seems that the KB/S would be the same but the end result would be slower with lots of graphics. In other words even with out the graphics I would still be only recieving 40K. If anyone has any ideas on the subjedt I would appreaciate it.
