Inconsistent size between layout and records

I have layouts that are sized the same. But when I go to my Quiz that is sorted by records it takes the whole screen. The "Header", "Body", and "Footer" have the same measurements as my other layouts. I even went to the little icon in layout and made sure that the desktop is checked for 1024x768 and it is.

 

So my "next" button is sitting in the middle of the page when I go to browse mode and the record fills the whole screen. In layout mode the button is where it is suppose to be. Please advise.
