Register Email Plugin via FileMaker Server 13

We have been running the Email plugin with an Enterprise license.  

 

After upgrading to FileMaker 13, on a copy of FileMaker 13, the function EmailRegister returns a 1 (is successful) but when running the same function via the server, it returns ERROR.

 

What could cause this?

I think I figured it out -- the license key works for the Email 1 plugin version not Email 2.
