Can't open PDF on Windows machine

When trying to open a PDF file from a Web Viewer or OpenURL, instead of opening in a web browser the file attempts to open in Adobe Acrobat Reader and there is an error "There was an error opening this document.  The file cannot be found."

 

I run my development on a Mac and it opens in Safari, so I have having a hard time troubleshooting for the client.
