Is a "Floating Palette" possible as a navigational aid ?

I need to creat a "palette" that allows users to access other areas of my database. I would like this palette to float in front of any open layout much in the same way that the Finder (Mac OS - pre OS X) pull down menu could float in front of any application. Is this at all possible ?

StepUp Software, now Interactive Ink, an FSA Partner member has a program called PalIt that does this.
