Portal Relationship showing all records

I am having trouble showing all related records in a portal.

I have my relationship like this.

 

Issues -> Join <- Products (All products occurrence)

          _fkIssuesID

         _fkProductID

Product1

Product2

Product3

And so on...

 

I have another Product table occurrence that is filtered by a relationship to some other parameters.

A portal of this table would show:

Product1

Product2

Product5

Product10

 

I would like to be able to open products 1,2,5,10 and show a list of all related Issues within that set.

The problem im encountering is that the list will not show up if I am on Product1 and it has no Issue reported at that time, if I switch to Product2 with an Issue, it will display ALL issues of that set.

 

Issues -> Join X - Products (Filter products occurrence)

         _fkIssuesID

         _fkProductID
