Restricting access to "Modify Table View"

Looking for a way to manage/restrict access to the "Modify Table View" option.

Currently, AFAIK, if Table View is enabled for a given layout, any user who has access to that layout can modify the table view.  To me, this seems like sort of a bug.  I.E., if I have a privilege set that that restricts layout modification, but Table View is enabled, a user can still modify that layout while in Table View.  Is that correct?

I don't often give users access to Table View, but in this case I have report-style layouts that are set up in Table View for admins so that they can manipulate "columns" on the fly in order to generate custom reports on their own (a la Excel).  I'd like prevent non-admins from being able to modify these tables.

I believe if a user without layout modification privileges modifies a table view, that view will neither persist past that session nor change for other users. It seems like a reasonable accomodation.
