Curious why this value list relationship doesn't work

The attached file is representative of a much larger one I'm working on. The goal is to see in COURSE::TestField__lxt a value list of only Astronomy's related values (through COURSE::_k_Astronomy) in the VALUE_LIST::VALUE__lxt, i.e., Planets, Stars, Galaxies; in the Edit Value List window, I left it set at "all values" just to test the relationship--which seems to be working. However, I know there's something amiss because FileMaker Pro won't let me set the "Include only related values..." default to the appropriate setting.

I'm curious why the relationship seems to be working, but isn't. Is the "real" solution to set up yet a third related table with VALUE_LIST as the parent and a child table that contains Astronomy's values, or...?

Well (*insert string of expletives here*) -- I swear it didn't work when I did that earlier! (But man, am I swearing now!)

I'm going to skulk away in embarrassment but I must've tweaked something--like changing the key from global to local--without thinking and not retrying the related values radio button.

*Heavy sigh*
