export field contents not working under webdirect

Trying to export a pdf that is in a container field under WebDirect.  The file is hosted on a FM Cloud server and webdirect is running on Chrome on a windows 10 machine.  Although I have tried this on several windows 10 machines and several different browsers and the behavior is the same.

The script step works fine, right up to the point where I am in the "Download files" dialog box and I click the button with the filename to download it.  In chrome, I get a quick "waiting for response...." message in the bottom of the browser, which quickly disappears.  The file itself never appears to start downloading.

any help?  Thanks
