Recover files on Windows server isn't allowed

We got a corrupt record in one of our solutions, so I decided to do a recover on that file. 

It turns out that you can't do that on a FM installation on a Windows server. You get the following dialogue: "This command cannot be used by this installation of Filemaker."

Douh? 
So I had to download the file to my computer and make the recovery locally, and then upload it again. Tedious.

 

 

Does anyone know why this strange  limitation is set?
