A French company named WinSoft International is licensed to produce and sell a "MIDDLE EASTERN - ENGLISH MENUS" version of Filemaker that supports bi-directional text and RTL layouts. I am not sure how up-to-date they are, though. I have just now visited their site and they still refer to Claris as Filemaker, Inc.
