Getting an error in FileMaker Server 19 when using FMSAdmin

We recently moved and upgraded our FileMaker instance from 18 to 19 and from Windows Server 2012 to 2016. However, on the new (19) instance, I am getting the following error when I run "fmsadmin get cwpconfig":

Error: 20405 (File not found or not accessible.)

I am using our admin credentials and I can run "fmsadmin get serverconfig" and it returns fine. The server admin console on both instances match and I have yet to find anything in any config files that jumps out at me as being an issue.

FYI I have an FMS19.3.2 install, and get the same thing.  For this install, WebDirect is running fine, and I don't need any of the options in CWPConfig. So I have never needed to use that CLI command.
