Installing FileMaker Server 19.5.1 fails at account information

I just upgraded our server to FMS 19.5.1 running on Windows Server 2019. It stopped at the service account screen.

After looking into it for a while (and uninstalling FMS) I found that stopping the HTTP service by running 'Net Stop HTTP' fixed the issue. I ran this after the part where IIS is installed/configured.

 

Hope this helps others with the same issue.

    We use RRAS for VPN access and this seems to be the issue.

    I can only assume that if IIS is already installed it has this problem.
