Can't get the Status Toolbar to not appear in WebDirect

Greets, all:

I can't get the Status Toolbar to not be accessible in WebDirect, even though it's scripted to lock it shut (on startup, via File Options > Script Triggers > OnFirstWIndowOpen, script name Startup. I tried different permutations of the locking command, but no dice.

Is there something I'm missing, or is it defaulted to be available for Guests?
