Disable WINDOW MAXIMIZE button on startup

I must be missing something, but I only see a way to disable the Window Maximize on creation of a new window and don't see how I can disable this upon app startup. In short, I don't want users being able to make the app window any larger than I define.

I believe that is the case - so: 

Set Variable [ $startupWindow; Value:Get ( WindowName ) ]
New Window [ ... Maximize: No; ... ]
Close Window [ Name: $startupWindow; Current file ]
Set Window Title [ Current Window; New Title: $startupWindow ]
