I log in to the admin console for FMPServer 19. I see the option to close a file and then download a file. But the download never starts. Any idea what the issue could be?

Are you using external containers on that file - I believe it may need to convert them from external containers back to internal before downloading. You should get a notice in the top right when your download is available.
