Is this true

No, you can also use them for showing/hiding objects (fields, buttons ect) that don't have to "belong" to any relationship.

However you still have to define an relationship for using them.

Portals work with Relationships. How these relationships are configured matters not. They could be invalid, or self relationships or related to seperate files.
