Hi there

I want to be able to control changes and keep a history of all changes to script steps.

Is it possible to display script steps in a portal and update them while keeping a copy of the original steps?

FM has no built-in ability to display/edit scripts or script steps in a portal. The only way to display script steps in a portal would be to get the steps into records of a file you for this purpose using something like PrintToPict. This is what analysis tools such as Brushfire do. Editing of the script steps would still have to be done in Scriptmaker and not your new file.
