I have read the instructions, but I am confused on how to serve an app create in FileMaker developer. Usually runtime apps do not need to have a copy of filemaker to run... what about if the app is served by FileMaker server...any help or resources on this?

Everything served from FM server needs FM client.

You need to register your FM runtime solution with FM server and then client for each user.
