Title Header: Reduce size of the enclosing part

I'm having a quirky problem in not being able to get the Title Header of a report to reduce in size when the field at the very bottom of the Title Header shrinks to the amount of data in it. I also have a horizontal line in the Title Header directly beneath the field, and this line slides up as expected when the field shrinks.

In the sliding options for the field and the horizontal line I have "Also reduce the size of the enclosing part" checked.

In the layout, the Part order is:

Title Header

Header

a Subsummary with no fields in it (for sorting)

another Subsummary

Body

Is there something special about Title Headers that makes them unable to reduce in size?

FM 6.0.4, Ti-Powerbook, OS X.2.6

As far as I am aware, header and footer parts cannot slide as body and subsummary parts can.
