Hi,

Is there a way to allow users that have the appropriate password to create and modify NEW layouts without allowing them to modify the basic "developed" layouts? I don't think there's any problem with allowing these users to view the existing layouts as long as they can't change them.

No. This has been a frequently requested feature though. And it would be a good idea. There are some extremely complex workarounds involving linking files that might achieve some of this functionality, but these techniques raise as many issues as they solve.
