I think the rumor was probably related to the new record-locking feature. If a user has a uncommited record (must be modified in FM7, not just clicked-in) and another user on the network attempts to change it, you have an opportunity to send them a message.

So, with two users, each having a record modified, each user could try to modify the other record to send messages to each other.

Not really much of a "chatroom", but that could be useful.
