In previous versions, a simple If [isValid(relationship::field)] would be sufficient, if 'field' is a key field or constant that always exists. I haven't seen anywhere that this has changed in version 7. So, you could try

If [isValid(rel::field)]

Go to Related Record [relatedtable, yourlayout]

Else

{create new related record}

End If
