View Toolbars: Nothing Shows up

I'm trying to get the toolbars to show up on my layout.

I started out at VIEW>>>TOOLBARS and all options are checked.

Standard, Text Formating, Arrange & Tools options are all selected.

But they don't show up on the layout?!?

Can anybody help me here?

I am running Developer 7 on a MacIntosh G4 OSX Panther.

I found it!

They don't show up on the layout....... They show up on the menu bar.
