Scanned images too large and fuzzy

I am trying to place scanned documents into containers. I scan them, save as pict files and the import them into FMP. The problem I am running into is when scanning at higher resolution, the 8 1/2 by 11 inch document images are much larger than that size (when the container graphic is set to crop) within FMP. Then if I try to reduce the size by selecting reduce image size, the image looks horrible, even if I try I click the Maintain Original Proportions. If I reduce the dpi scanning resolution, I can get the image of the correct size but again quality suffers. What am I missing here? TIA

Try importing a Tiff file instead, or a jpeg. See if it's better.
