Can I install FM7 Server and use it off the XP server without having the filemaker pro client?

You need to have a FMP client in order to access databases hosted by FM server. You can administer FM Server locally on the server. Hopefully that is what you were asking.

What if I use FileMaker Pro 7 - 5-user starter pack to host and access the database from 5 different computers, can it be done?

This should work, FMP7 client will still host at least 5 (I think it's a 10 user limit actually, but I could be wrong) other FMP7 clients. Unfortunately, you can't use the FM7 clients with the older server as the file formats are totally different wtih the new multi tables per file (db) etc...
