Developer not changing file extension

I'm using Dev 5.5 on Win XP. One file in a 21 file runtime is not getting its extension changed. I've re-done the scripts and relationships, but still have the problem. Dev 5.5 v1 had a problem with lowercase extensions. I have the updater to v2, but it never runs to completion: it claims it's missing a windows file (which it isn't)...the same thing happens on 2 XP machines.

Steve, I could never get the 5.5v2 updater to work either. (tried on 3 different XP boxes just to make sure it wasn't peculiar to the machine I normally use.)
