I am looking at a database in browse and layout modes and can't see the layout menu even though each layout is checked in layouts> layout setup and in Layouts> Set layout order.

In layout mode > View > show status is greyed out; what gives? What setting needs to be changed for the layout menu to be seen again?

It sounds like the status area has been hidden and locked. This was done under script control. You need to find or write a script with this step:

Toggle Status Area [show] (with the "lock" checkbox unchecked)
