Sliding over multiple page problems

Hello,

I am having problems designing an invoice layout for a database. My client want the invoice items to be divided into 5 different departments on the invoice layout, so I set up 5 different relationships each tied to not just the job# field, but also a "department" field. So, on my invoice layout, I set up 5 different portals with each displaying 15 lines of each department's invoice items.

The problem is, rarely, if ever, will all 15 lines be used for all the departments, but sometimes a single department will come close to using them all. This makes so each portal has to display at least 15 lines. I have each portal set to slide up so that they are only as big as however many items are in them.

However, the 5 portals take up 3 pages in layout mode, all of the portals are set to slide up, so in theory, they should all slide to fit on one page? When I check it out in preview mode, however, it only displays the portals that are on the first page of the layout (they are slid correctly) but the other three do not show up at all, and it usually also has two blank pages after each pages that has something of what I'm looking for. Any ideas?

*All three images are cropped a little on the bottoms, but its just the same thing down.

For some reason, all the things that are on the first page of the layout mode slide like they are supposed to, but everything the rest of the portals don't show up (even though data displays in them in browse mode)
