Has anyone ever heard of a plug-in which will perform language translation (English to Spanish) on the fly?

No. But if there are web services out there that do translation you could this through FM's XML capabilities.

You would have to write your own XSLT stylesheet to convert the incoming XML into FM XML so it can be imported.

This is similar to hitting the Amazon web site for instance and retrieving a list of books...

There are clipboard-based translation utilities that will translate the contents of the clipboard into another language. I bet you could automate one of those via scripting.
