Server 7 Fails to Open All Databases Automatically

We are currently running FileMaker Server 7 Advanced (7.0v2) on an Mac OS X Server (10.3.6).

We have 3 databases that are hosted on FileMaker Server:

Accounts.fp7, CCHolidayTool.fp7 and ISP.fp7

Accounts.fp7 and ISP.fmp7 are normal shared databases.

CCHolidayTool.fp7 is a web shared database.

When FileMaker Server is restarted it only opens Accounts.fp7. The remaining 2 need to be opened manually.

Is there something we are missing that is preventing databases 2 & 3 from openning automatically?

What does the log say? Are all files in the same folder?
